Why people confuse them: Groups with one boat day to spend often shortlist both, because both read as “a few hours on the water”.
These two get compared far more often than they look like they should. The reason is that a lot of visitors have exactly one boat day in their trip, and they are really choosing between two ways to spend it: doing something, or watching something.
A fishing charter is participatory and effortful, and it starts early because the fish do. A sunset cruise is passive and short, and it happens at the one hour of the day nobody has to be talked into. The mistake is treating them as interchangeable because they share a dock.

The thing most people get wrong
“A fishing charter is the more serious way to spend a boat day, so it is the better value.”
They are not on the same axis. A fishing charter is a whole-boat hire and a sunset cruise is a per-person ticket, so for two people the cruise is dramatically cheaper and for eight the gap narrows sharply. And a charter that half your group did not want is poor value at any price. Work out who actually wants to fish before you work out the cost.
